REQUEST FOR PROPOSAL
PRIME CONTRACTOR / CONSTRUCTION MANAGER AT RISK
Projects: 15-262 North Hart Elementary School Site Improvements
15-262 South Hart Elementary School Site Improvements
Owner: Hart County Charter School System
Architect: Robertson, Loia, Roof – Architects & Engineers
Contractors/Construction Managers are invited to submit their proposal for
North Hart Elementary School Site Improvements and South Hart Elementary
School Site Improvements in Hart County, Georgia.
The intention of this contract is that a Site or Paving Contractor will act as the
Prime Contractor/Construction Manager @ Risk.
Three (3) copies of proposal in a sealed package shall be received from the
proposer until 2:00 p.m., Friday, May 24, 2019. at 284 Campbell Drive
Hartwell, GA 30643 ATTN: Mr. David Seagraves
Within the sealed proposal, the contractor/construction manager shall provide the
Owner and Architect with the following: A completed GMP Form; to include
General Conditions/ Reimbursables, Subcontractor Packages and CM Fee,
Construction Schedule, completed E-Verify form and Guaranteed Delivery Date.
Substantial completion date shall be no later than July 31, 2019.
Prime Contractor / Construction Manager at Risk shall begin the work on receipt of
the Notice to Proceed and shall complete the work no later than July 31,, 2019.
No work shall be performed that is disruptive to the normal operation of the school
during school hours. The intent is for the work to be performed over the school
summer break, while school is not in session.
Contract, if awarded, will be on a lump sum basis. It is the intent of the Hart
County School Board to award within 10 days. Bids must be accompanied by a bid
bond payable to the Hart County Board of Education, in an amount equal to five
percent (5%) of the Base Bid.
Performance Bond and Labor and Material Payment Bond, each equal to 100% of
the Contract Sum will be required of the successful Contractor. These bonds are to
be executed by a Surety Company licensed to do business in the State of Georgia,
be listed on “Department of the Treasury Circular 570” and have an A.M. Best
Company rating of at least Class “A”, with a Financial Size of VI or better. Bonds
must be accompanied by letter stating company’s current rating for verification
prior to acceptance by the Owner and execution of the formal Owner/Contractor
It is the prime contractor / construction manager at risk’s responsibility to ensure
that all sub contract pricing provided are inclusive of all Drawings, Specifications
The Owner reserves the right to reject any and all bids and to waive technicalities.
The form of agreement shall be AIA A105 – 2017 “Standard Short Form of
Agreement Between Owner and Contractor.”
